D.B. Shekatkar Committee

In News–  Recently, the Defence Minister has approved the abolition of 9,304 posts in the Engineer-in-Chief of Military Engineering Services (MES).

  • The move is aimed at optimising more than 9,300 posts in the basic and industrial workforce as recommended by the Committee of Experts, headed by Lieutenant General Shekatkar.

Background:

  • The 11-member Shekatkar Committee was appointed by the late Defence Minister Manohar Parrikar in 2016.
  • The Shekatkar Committee had made a total of 99 recommendations.
  •  The implementation of the recommendation of the committee will save Rs.25,000 crores. 

Recommendations of Shekatkar Committee:

  • The Committee had recommended measures to enhance combat capability and rebalance defence expenditure of the Armed Forces.
  •  As per the recommendation, the work of MES could be partly done by departmentally employed staff and other works could be outsourced.
  • The committee recommended the closure of military farms and postal establishments in peace regions.
  • It recommended enhancing the standards to recruit drivers in the army and clerical staff.
  • It recommended abolition of 9,304 posts in MES out of the total 13,157 vacancies of the Basic and Industrial staff.

    I didn’t get a clear answer in the article so asking.

    1. The committee was created to bring new reforms such as
      ‌Optimisation of signals establishments
      ‌Restructuring of repair echelons(ranks) in Army
      ‌Redeployment of Ordnance echelons(ranks)
      ‌New Technologies such as blasting technology, use of Geo-Textiles, plastic coated aggregates for surfacing to be used by BRO for construction of roads .
      Just like the Kargil Committee for better Advancement and development in the armed forces .
