GLUE GRANT SCHEME : A NEW WAY FORWARD

Union  Finance Minister,  Nirmala Sitharaman while presenting the Budget 2021-22 in Parliament on 1 February 2021,projected to set up a Higher Education Commission of India as an umbrella body including 4 separate vehicles for standard-setting, accreditation, regulation, and funding.

 Finance minister announced, “Many of our cities have various research institutions, universities, and colleges sustained by the Government of India. In nine such educational and research hubs, we will create formal umbrella structures to incorporate better synergy between the institutions, while also retaining their autonomy. A glue grant will be allocated for this purpose.”

 So, now a question will  come to your mind,  WHAT  IS  GLUE GRANT??

Let us try to  figure it out with the help of this image.  We are familiar with the term grants. A grant is funding provided by the government or any individual body  for the development of any particular section of the society. Glue Grant is funding provided in the educational sector to link the academic institutions with the industrial demand. It aims to create a sustainable partnership between multidisciplinary institutions in  order to promote development that benefits the whole nation.

 


Finance minister proposed to set up an umbrella body  as part of the  glue grant scheme to monitor and conduct joint operations between the industries and the academic institutions. This will  help  to  integrate the  educational and professional domains of the country. It will also  help to reform the academic curriculum as per the requirement of the professional world and to produce better human resources.

 

CITIES TO BE BEFITTED

Six  cluster cities have been identified and the glue grant framework has been initiated with the support of Principal Scientific Advisor (PSA). The identified cities are:

  • Delhi NCR
  • BENGALURU
  • PUNE
  • HYDERABAD
  • JODHPUR
  • BHUBANESWAR

So to conclude this is a commendable initiative by the central government. It will benefit both employees  and the employers and will achieve complete success if implemented in  absolute spirit.
