  1. TN, Kerala, and Puducherry go for polls today. Puducherry has 30 assembly seats against a minimum prescription of 60 under the Art 170 of the constitution of India. (Under the constitution an exception may be granted via an Act of Parliament as is the case in the states of Goa, Sikkim, Mizoram and the union territory of Puducherry which have fewer than 60 members.)
  2. A French media report that stated that France’s anti-corruption agency, Agence Française Anticorruption (AFA), had found that aircraft manufacturer Dassault Aviation had paid €1 million to an Indian company in connection with the 2016 Indo-French Rafale deal.
  3. An important round of discussion between India and Russia will take place on Tuesday between the visiting Russian Foreign Minister, Sergey Lavrov, and External Affairs Minister S. Jaishankar. Issues likely to be discussed are India-Pakistan, Afghanistan peace process, and LAC conflict between India-China. 
  4. Health Minister Satyendar Jain on Monday said that “micro-containment zones” are being created in areas that have reported more than two COVID-19 cases.Unlike the past, here the approach will be isolation with minimum economic and social disruption. 
  5. The Delhi High Court on Monday said salaries and pension are fundamental rights of employees or retirees while dismissing a plea by North Delhi Municipal Corporation to extend the time for clearing arrears of staff. This paves way for all the employees to approach the court in case their salaries are being delayed.
  6. Five Assam polling personnel have been suspended after it was found that the 90 eligible voters of the booth that they were assigned had ended up casting 181 votes.
  7. A chartered accountant (CA), who allegedly forged and circulated a Government Order on COVID-19 lockdown in Telangana, which created panic, was arrested by the Hyderabad police here on Monday.
  8. A commando of the Central Reserve Police Force (CRPF), who was part of the team that was ambushed at Tarrem in Sukma of Chhattisgarh on April 3, is suspected to have been abducted by the Maoists, the police said.
  9. Panacea Biotec has joined a growing list of Indian firms cleared to produce Sputnik V, the Russian vaccine against COVID-19. The firm will produce 100 million doses per year of Sputnik V, Russia’s sovereign wealth fund RDIF (Russian Direct Investment Fund) said on Monday, announcing its fifth such partnership with vaccine makers in India.
  10. In as many as nine laws, the Centre has replaced the existing appellate authorities and vested those powers in the High Courts through an ordinance, the Tribunal Reforms (Rationalisation and Conditions of Service) Ordinance 2021, promulgated on Sunday. Ordinances are special legislative powers accorded to the President (under Art 123) and Governor (Under Art 213). These can be promulgated when either or both the houses of the legislature are not in session and an urgency is felt for creation of the laws. However, this has been one of the most widely abused provisions by governments. 
  11. Afghan President Ashraf Ghani has drawn up a new proposal for peace with the Taliban ahead of an international conference aimed at jump-starting faltering talks between the two warring sides, official sources said.
  12. Russian President Vladimir Putin on Monday signed a law allowing him to potentially hold onto power until 2036, a move that formalises constitutional changes endorsed in a vote last year.
  13. The Nikkei Manufacturing Purchasing Managers’ Index, compiled by IHS Markit, declined to a seven-month low of 55.4 last month from February’s 57.5, but remained above the 50-level separating growth from contraction for an eighth straight month. A score below 50 indicates a contraction in the economy, whereas that above 50 indicates a growth in the economy. 
  14. The insolvency law has been amended via an ordinance to provide for a pre-packaged resolution process for micro, small and medium enterprises. As per the ordinance, it is considered expedient to provide an alternative resolution process to ensure quicker and value-maximising outcomes for all stakeholders, in a manner least disruptive to the continuity of their businesses and which preserves jobs.
  15. Former Gujarat DGP Shabir Hussein Shekhadam Khandwawala has taken over from Ajit Singh as the head of the BCCI’s Anti-Corruption Unit.
