Defence Acquisition Council
Introduction:-
Defence Acquisition Council (DAC) is the highest decision making body in terms of defence by the Defence Ministry for:-
- Deciding upon new policies
- Capital (acquisition) for 3 Services (Army, Navy, Air Force) and Indian Coast Guard.
Chairman of Defence Acquisition Council: – Defence Minister
Till now DAC has approved procurement of equipment and weapons worth ₹22,800 crore.
Focused on ‘Make in India’ initiative i.e., indigenous design, manufacturing and development of weapons.
DAC was formed on the recommendation of Group of Ministers on ‘Reforming the National Security System’ in 2001, after Kargil War 1999.
Functions:-
- Capital acquisition in Long Term Perspective Plan (LTPP) covering 15 year time span.
- Capital acquisition project for incorporating in the forth-coming five year plan (at least 9 months before commencement of 1st five year of that plan).
The approval involves:-
- Either ‘Buy’ Projects or,
- ‘Buy and Make’ Projects or,
- ‘Make’ Projects.
3. Monitoring progress of major projects on feedback from Defence Procurement Board.
In news:- DAC approved the issue of RFP (Request for Proposal) for Indigenous construction of six conventional Submarines under Project 75A (I) under strategic partnership (SP) model. Estimated cost of ₹43000 crore.
Further, Defence Minister approved the proposal for capital (acquisition) of various equipment required by armed forces at cost of ₹6000 crore, including procurement of ammunition and air defence guns made in India.
